Theoretically yes, lapVent will achieve the aim, introduce sufficient ventilation and it usually clears condensation.

In a clear-cut situation there should no worries; if in doubt a professional survey might help; they are expensive however and not always the best option.

The airbricks are obviously not dealing with the situation, so one suggestion would be to perhaps try 4 x lapVents and see how things progress from there - you cant let condensation run riot.
